The High Chair (aka the Electric Chair) was created for strengthening the connection to your center and balancing the musculature of the legs. If you have overly thick quads for example, the Pumping exercises will begin the process of building your hamstrings while the Going Up exercises elongate the front of the standing leg and hip.
